Wilbur Charles Greer Jr. serves as an Adjunct Lecturer in Civil and Environmental Engineering at the University of Illinois Urbana-Champaign since 2016 and developed Concrete Applications courses for the University of Georgia's Online Masters program in 2025. His career spans 42 years at Law Engineering (now WSP), where he retired as Director of Engineering in 2015 after rising from Staff Geotechnical and Materials Engineer.
He holds BS and MS degrees in Civil Engineering from the University of Illinois and is a licensed Professional Engineer in Georgia and Florida. His educational foundation enabled extensive international project work across China, Hong Kong, Costa Rica, Caribbean islands, Colombia, Netherlands Antilles, and England.
Greer's expertise centers on infrastructure engineering with emphases in concrete technology, airfield design, and facilities management. His landmark contribution was serving as senior technical reviewer for the ASCE Outstanding Project Award-winning Cape Hatteras Light Station relocation—a feat moving a 200-foot, 10-million-pound lighthouse across 2900 feet of dune sand.
