Tanel Hirv is a Visiting Research Fellow (0.80 FTE) at the University of Tartu's School of Economics and Business Administration, part of the Faculty of Social Sciences (2024–2026). Previously, he served as an R&D Analyst at the Estonian Research Council (2021–2023) and held research roles at the University of Tartu between 2017–2022. He earned a Ph.D. in Economics (2024) and a Master's degree in the same field (2015), both from the University of Tartu under supervision of Kadri Ukrainski and Eva-Liisa Otsus.
His research focuses on bibliometric analysis, research policy, and innovation systems, particularly examining the Estonian research system's internationalization, EU funding impacts, and collaboration dynamics. Key projects include participation in the ETF8580 project analyzing innovation policy in small countries. He has contributed to peer-reviewed journals like Scientometrics and Trames, and serves as an anonymous reviewer for Scientometrics.
Publications highlight themes such as the role of consortia in Estonian science visibility, funding mechanisms' effects on research output, and systemic analysis of academic productivity. His work bridges economics and research policy, offering evidence-based recommendations for science governance in small nations.
