Kadri Ukrainski is a Professor of Research and Innovation Policy at the University of Tartu's School of Economics and Business Administration. She also serves as Co-Site Lead at CDL-Estonia and has held leadership roles including Chair of Public Economics and Policy, and Head of the School of Economics and Business Administration (2019–2022). Her work focuses on science policy, innovation systems, and EU policy analysis.
Education: PhD in Economics (2008, University of Tartu), Research Master's in Economics (1998). Notable administrative roles include Vice-Dean of Research (2014–2016) and member of the Horizon 2020 Programme Committee (2014–present). She has been president of the Estonian Economic Association since 2021.
Research interests span energy transition policies, bioeconomy governance, and small-country innovation strategies. Over 100+ publications, including studies on EU framework programs, energy policy, and innovation dynamics. Awards include the Ruralia Visiting Scholar Stipendium (2015).
Her work bridges academia and policy, with projects funded through EU frameworks and national initiatives. Active in peer review for journals like Scientometrics and Baltic Journal of Management. Engaged in fostering innovation policy reforms and knowledge transfer mechanisms.
