Stephen Tierney is a Global Distinguished Professor of Law at the Notre Dame London Law Programme and holds a primary appointment as Professor of Constitutional Theory at the University of Edinburgh Law School. His roles include former Vice Dean of Edinburgh Law School (2017–2020) and Legal Adviser to the House of Lords Constitution Committee since 2015. He is also a member of the Executive Committee of the UK Constitutional Law Association and served as an editor of the United Kingdom Constitutional Law blog until 2020.
His research focuses on constitutional theory, UK and comparative constitutional law, direct democracy, and federalism. He has authored three monographs with Oxford University Press, including Constitutional Referendums: The Theory and Practice of Republican Deliberation (2012) and The Federal Contract: A Constitutional Theory of Federalism (2022). His work has been supported by grants from the ESRC (Brexit Priority grant, 2018) and the Australian Research Council (Federalism and Constituent Power grant, 2022).
- Awards/Honors: Honorary King’s Counsel (2024), Fellow of the Royal Society of Edinburgh (2020), ESRC Senior Research Fellowship, British Academy Senior Research Fellowship.
He has advised governmental bodies such as the Judicial Appointments Board for Scotland (2015–2024) and the Scottish Parliament Referendum Bill Committee (2013–2014). He is affiliated with the Edinburgh Centre for Constitutional Law and the Centre on Constitutional Change, which received £5M in grants between 2012–2020.
