Sara Tolonen is a Project Researcher at the University of Eastern Finland (UEF), affiliated with the Law School within the Faculty of Social Sciences and Business Studies. She is a doctoral researcher in the projects OFFCORR (2024–2025) and ACHIEVE (2025–2026), focusing on regulatory frameworks for carbon dioxide removals and the credibility of voluntary climate actions. Her research interests include climate law, nature-based solutions, carbon markets, and collaborative approaches to environmental conflicts.
Her ongoing doctoral dissertation, 'Can’t see the Forest for the Trees? Regulatory Approaches to Carbon Dioxide Removals, explores legal and regulatory challenges in climate mitigation strategies. She contributes to teaching duties alongside her research and participates in the CCEEL (Center for Climate Change, Energy and Environmental Law) research group.
Her 2023 article on Article 6 of the Paris Agreement and COP29 negotiations highlights her focus on multilateral environmental agreements and climate governance.
