Kateryna Holzer is a Senior Researcher at the University of Eastern Finland's Law School, part of the Faculty of Social Sciences and Business Studies. She leads the RECOSTA project within the OFFCORR initiative and contributes to the Nordic Joint Master’s Programme (NOMPEL) on International Economic Law and Green Transitions. Her research focuses on trade rules, climate change, and energy law, with an emphasis on aligning regulatory frameworks for green economy transitions and sustainable development.

- PhD in Economics (Ukraine), Master of International Management (Ukrainian Academy of Foreign Trade), and Bachelor of Economics (National University of Kyiv-Mohyla Academy)
Her expertise spans carbon border adjustments, climate clubs, and the intersection of trade and environmental governance. She has published extensively on EU climate policies, cross-border carbon leakage, and legal frameworks for sustainable energy transitions. Holzer is a member of the Center for Climate Change, Energy and Environmental Law (CCEEL), Platform on International Energy Governance, and Climate Strategies, and serves on the board of the Swiss Energy Law Association.
Her recent work analyzes regulatory coherence between trade and climate regimes, legal challenges in tracking carbon emissions, and global carbon standard harmonization. She previously held roles as a postdoc at the World Trade Institute and visiting scholar at the WTO Trade and Environment Division.
