Dr. Marilou Gagnon is Professor at the University of Victoria School of Nursing and Scientist with the Canadian Institute for Substance Use Research. Her program addresses structural inequities affecting marginalized communities through three interconnected axes: structural determinants of health, governance of risk/behavior, and health equity innovation.
Research domains:
- Harm reduction and drug policy analysis
- HIV criminalization and disclosure policies
- Nursing ethics and whistleblowing protections
- Community-led care models for people who use drugs
Publications demonstrate methodological innovation in critical policy analysis, community-based research, and ethical frameworks applied to substance use, HIV care, and pandemic response. Her work advances nursing's role in social justice advocacy and structural interventions.
She founded the Nursing Observatory to investigate whistleblowing cases and promotes policy reforms through expert testimony and international consensus statements.
