Katalin Ligeti

Katalin Ligeti is a full Professor of European and International Criminal Law at the University of Luxembourg and serves as Dean of the Faculty of Law, Economics and Finance. She holds a Doctor of Law from the University of Hamburg (2004) and an LL.M. from the University of Bristol (UK). Her research focuses on EU criminal law, comparative criminal procedure, economic/financial criminal law, and digital evidence in criminal proceedings. She has authored three monographs and over 100 articles, including recent works on the European Public Prosecutor’s Office (EPPO), international criminal justice systems, and AI in legal contexts.

Prof. Ligeti actively advises EU institutions, including the European Commission on criminal law policy since 2015, and served as Special Advisor to Commissioner Věra Jourová (2017–2018). She leads transnational networks like the European Criminal Law Academic Network (ECLAN) and serves on boards of organizations such as the International Association of Penal Law (AIDP) and the Max Planck Institute for International and European Procedural Law. Her work addresses challenges in cross-border evidence handling, legal harmonization, and institutional design of EU law enforcement bodies.

Her publications analyze topics like the EPPO’s role in combating financial crimes, jurisdictional conflicts in EU criminal law, and the admissibility of digital evidence while balancing privacy rights. She frequently engages with policy-making through expert contributions to the European Parliament, OECD, and International Criminal Tribunal for the former Yugoslavia. Notable recent work includes studies on AI’s impact on criminal justice systems and liability frameworks for autonomous vehicles.
