Jill Fraley

Jill Fraley is a Professor at Washington and Lee University School of Law, specializing in property and environmental law. She was appointed as the inaugural director of pedagogy and engaged/inclusive law teaching in 2022, focusing on science-based teaching practices and inclusivity. Her work bridges constitutional law, environmental justice, and legal pedagogy.

Her research explores intersections of environmental and constitutional law, particularly environmental justice across race and class. She has published on Supreme Court politicization, takings law, and U.S. territories’ environmental issues.

Notable articles include Against Court Packing, or a Plea to Formally Amend the Constitution (2022), which critiques court-packing as a tactic for rights-based constitutional change. Her work trends toward structural reform and formal constitutional amendments.
