Jill Habig is a Lecturer at the University of California, Berkeley School of Law, and a former Lecturer in Law at Yale Law School. She is the Founder and President of the Public Rights Project (PRP), a national nonprofit focused on enforcing civil rights, economic justice, and environmental protection laws through collaboration with state and local governments.

Her professional experience includes serving as Deputy Campaign Manager and Policy Director for Kamala Harris’ U.S. Senate campaign, leading the creation of the Bureau of Children’s Justice under Attorney General Harris, and working on the landmark marriage equality trial challenging Proposition 8 at the San Francisco City Attorney’s Office. She has also clerked for Judges Dorothy Nelson (Ninth Circuit) and Edward Chen (U.S. District Court, Northern District of California).
Her research and advocacy focus on civil rights, constitutional law, and social justice initiatives, particularly in education, child welfare, and gender/LGBT rights. Her work bridges legal practice, policy development, and litigation strategies.
