Dr. Jane Horton is a Research Fellow at the University of Liverpool's School of Law and Social Justice, within the Department of Sociology, Social Policy and Criminology. She completed her PhD in 2024 on 'Understanding education practitioners' responses to implementing Prevent: trust, responsibility and negotiation' under Professors Mythen and Walklate. Her work is funded by an ESRC Post Doctoral Fellowship (2024–2025) advancing counter-terrorism policy research. Horton has over 30 years of teaching experience in secondary schools and sixth form colleges, specializing in Social Sciences and Citizenship Education. She contributed to teacher training as an exam board assistant and institutional lead for a DfE Post Sixteen Citizenship pilot program.
Her research focuses on how educators navigate pre-emptive counter-terrorism policies, emphasizing trust, vulnerability, and practitioner agency. She employs qualitative methods to study frontline educators' experiences. Horton also reviews ethics applications for the University of Liverpool's Central Ethics Committee.
Her recent ESRC grant explores challenges in implementing Prevent Duty Guidance in secondary education. Though no scientific awards are listed, her work bridges criminology, education policy, and qualitative social research. She has advised no named students, but her mentorship of trainee teachers is noted in her career history.
