E. Louise Earl is an Adjunct Professor at the Management Department of the Sobey School of Business, Saint Mary's University. She holds expertise in science, technology, and innovation (ST&I) measurement, advocating for innovation across all economic sectors and developing frameworks for knowledge management and intellectual property metrics.
Her career includes roles at Statistics Canada, the Treasury Board of Canada Secretariat, and the Institute for Science, Society, and Policy (as a Senior Fellow). She contributed to the Government Science in the New Normal (GSINN) project, focusing on inclusive innovation, equity, diversity, and skills. From 2021–2023, she advised the Protein Industries Canada Food Convergence Innovation project via the Telfer School of Management, University of Ottawa.
Research interests span ST&I indicators, policy-driven innovation, and the intersection of knowledge systems with societal challenges. Her work emphasizes practical applications in public and private sector policy design.
Ms. Earl has co-edited key volumes in ST&I measurement and authored studies on inclusive innovation themes. She previously led data strategies for Canadian innovation programs, reflecting her dual focus on academic and applied research.
