Rashid Nikzad is a Lecturer at Carleton University's Department of Economics and serves as Manager, Data Science, Research and Development (DRSD) at the Treasury Board of Canada Secretariat (TBS). He holds a Ph.D. from the University of Ottawa, alongside M.Sc. degrees from IRPD (Iran) and Ottawa, and a B.Sc. from Sharif University. His work bridges academic research with public sector innovation policy.
His research focuses on innovation policy, intellectual property rights, economic development, and data-driven public sector analysis. Notable projects include evaluations of Canadian innovation programs, analysis of copyright-based industries, and studies on technology spillovers. He has collaborated with Statistics Canada, Industry Canada, and the National Research Council on high-impact government research.
Nikzad's publications span journals like Athens Journal of Business & Economics, Environmental Development, and World Patent Information. His work often addresses policy implications of technological change, governance frameworks, and productivity challenges in Canada. He maintains active engagement with both academic and government sectors through his dual role.
