William Hatcher is a Professor and Department Chair in the Department of Social Sciences at Augusta University's Pamplin College of Arts, Humanities, and Social Sciences. His academic appointments include roles in The Graduate School and leadership in the MPA program. He holds a Ph.D. in Public Policy and Administration (Mississippi State University, 2010), an MPA in Public Administration (Georgia College & State University, 2004), and a BS in Political Science (Georgia College & State University, 2003). His research focuses on public administration, urban planning, cybersecurity policy, and health care governance. Notable publications include analyses of presidential rhetoric during the pandemic, municipal cybersecurity vulnerabilities, and HIV/AIDS program efficacy. He has received awards for teaching excellence and scholarly contributions, including the Georgia Political Science Association's Scholarship of Teaching and Learning Award (2017). Hatcher serves on multiple university committees such as the Graduate Council and Faculty Council for Pamplin. Externally, he is Co-editor-in-chief of the Journal of Public Affairs Education and leads NASPAA task forces. His community service includes roles with the Greater Augusta Arts Council and Richmond, Kentucky's Board of Adjustment. He teaches courses like PADM 6150 Leadership and PADM 6250 Intro to Urban Planning. Recent scholarship emphasizes engaged learning in public affairs education, telework policy adaptations, and cybersecurity challenges in local governments.
