William L. Swann is an Associate Professor and MPA Program Chair at the School of Public Administration, University of Nebraska at Omaha. He also holds the Blue Cross and Blue Shield of Nebraska Chair of Health Care Administration and Policy. His research focuses on substance use policy, disparities in opioid use disorder (OUD) treatment, and implementation of medications for OUD in justice settings, supported by grants from the Health Resources and Services Administration. Swann's work extends to collaborative governance, public management, and sustainable development. Previously, he taught at the University of Colorado Denver School of Public Affairs.
