Cindy Parks Thomas is a Professor and Associate Dean for Research at the Heller School for Social Policy and Management, Brandeis University. Her research focuses on health policy, addiction medicine, and healthcare access, particularly analyzing state and national health reforms, Medicaid coverage, and opioid use disorder (OUD) treatment. She holds a Ph.D. from Brandeis University, an M.S. from Harvard University, and a B.S. from SUNY Albany.
Her work examines healthcare disparities, medication-assisted treatment (MAT) access, and policy impacts on vulnerable populations. Recent studies include Medicaid managed care policies, opioid overdose response systems, and disparities in psychotropic medication use. Dr. Thomas has been honored with the Pew Health Policy Fellowship (1993–1996) and the Minkoff Dissertation Award (2000).
Her research integrates health technology and policy analysis, addressing challenges in substance use disorder treatment and long-term services. She collaborates on initiatives like the Massachusetts Shift-Care Challenge, evaluating ED-based OUD interventions. Grants and projects focus on improving healthcare coordination, emergency department protocols, and policy frameworks for addiction medicine.
