Ji Eun Chang, Ph.D., is an Associate Professor in the Department of Public Health Policy and Management at New York University’s School of Global Public Health (NYUSPGH). She serves as director of the Public Health Policy and Management concentration for the Ph.D. program. Her research focuses on mixed-methods approaches to address health disparities, particularly among safety-net providers and underserved populations. Key areas of expertise include cardiovascular health inequities, opioid use disorder (OUD) care transitions, and the impact of social determinants of health (SDOH) on healthcare outcomes.
Dr. Chang leads the AI4Healthy Cities Initiative, a multi-city collaboration using big data analytics to reduce cardiovascular disparities. She is also co-PI of an NIH-funded study on transitional opioid programs in safety-net hospitals. Her work extends to telehealth access, rural-urban health disparities, and policy interventions to improve SUD treatment continuity.
Educations: BA in Economics (UC Berkeley), MS in Public Policy & Management (Carnegie Mellon), PhD in Public Administration (NYU, 2016). Honors include the Governor’s Scholar (2007) and Regents and Chancellors’ Scholar (2005).
Notable contributions include demonstrating links between SDOH investments and overdose mortality, evaluating hospital-CBO partnerships for OUD care transitions, and analyzing Medicaid expansion impacts on hospital OUD programs. Her research emphasizes scalable solutions to bridge systemic gaps in healthcare access and equity.
