Jeffery Talbert, PhD is a Professor and Division Chief for Biomedical Informatics in the UK College of Medicine and a Professor in the Department of Pharmacy Practice and Science at the UK College of Pharmacy. He holds additional leadership roles as Director of the Institute for Biomedical Informatics, Associate Director of the UK Center for Clinical and Translational Science, and Deputy Director of the Rural and Underserved Health Research Center. His research focuses on pharmaceutical policy, Medicaid policy, and biomedical informatics with a strong emphasis on addressing the opioid epidemic through data-driven interventions.
Dr. Talbert earned his B.S., M.A., and Ph.D. degrees from Texas A&M University. His academic contributions span policy analysis, health informatics, and translational research. He leads the HEALing Communities Study, a large-scale initiative to reduce opioid overdose deaths through community-based interventions. His work integrates machine learning, predictive analytics, and healthcare data systems to improve treatment adherence, reduce disparities in opioid use disorder care, and monitor public health trends during crises like the pandemic.
Key innovations include automated clinical systems (e.g., SmartState), secure large language model platforms, and overdose forecasting tools like RADOR-KY. His research frequently examines policy impacts on medication access, such as buprenorphine utilization trends and cannabis legalization effects. Collaborations across institutions and states enable multi-state data networks for evaluating Medicaid programs and healthcare disparities in Appalachia.
Grants and awards support his work in opioid response, health equity, and informatics infrastructure development. He actively contributes to translational science through the MODRN (Medicaid Outcomes Distributed Research Network) and O2-Net (Opioid Overdose Network), advancing data-driven solutions for complex health challenges.
