Victor V. Ramraj is a Professor of Law and Director of the Centre for Asia Pacific Initiatives (CAPI) at the University of Victoria since 2014. Previously, he held leadership roles at the National University of Singapore (NUS) and was involved with the Center for Transnational Legal Studies in London. He holds five degrees from McGill, Toronto, and Queen’s University Belfast, with a judicial clerkship at Canada’s Federal Court of Appeal.

His research focuses on comparative constitutional law, transnational regulation, emergency powers, and legal pluralism in Asia. He has organized international conferences on constitutional law and led a multi-year Queen Elizabeth II Diamond Jubilee Scholarships project examining globalization in South and Southeast Asia. Key publications include Emergency Powers in Asia (2010) and Covid-19 in Asia: Law and Policy Contexts (2020).
As CAPI Director, he oversees initiatives like the Southeast Asia Roundtable Series. His current research project, Law in the World: Creative Legal Thinking for Complexity and Crisis, explores legal responses to global challenges. He has held visiting appointments at Chulalongkorn, Kyushu, and Toronto universities.
