Victor Flatt is an Adjunct Professor at the University of Houston Law Center (UHLC), affiliated with the Global Energy Management Institute. He previously held the inaugural O’Quinn Chair in Environmental Law at UHLC and has taught at the University of Washington, Georgia State University College of Law, and the University of North Carolina School of Law, where he co-directed the Center for Climate, Energy, Environment, and Economics. His expertise spans environmental law, climate law, and energy law.
