Victor B. Flatt is a Professor at Case Western Reserve University School of Law, holding the Coleman P. Burke Chair in Environmental Law and serving as Associate Director of the Burke Center for Environmental Law. He is also an Energy Fellow at UH Energy, University of Houston.

Professor Flatt is a leading expert in environmental law, climate law, energy law, and ESG policies, with a focus on environmental legislation, Clean Air Act, NEPA, and regulatory enforcement. His work bridges federal-state jurisdictional debates, environmental governance, and legal frameworks for climate adaptation.
He has authored over 50 law review articles, recognized seven times as best environmental law review article finalists or winners, and co-authored a major environmental law casebook. His research trends emphasize data integrity, regulatory reform, and intersections between law, climate risk, and corporate accountability.
