Torrey A. Creed, PhD, is an Assistant Professor of Psychiatry at the University of Pennsylvania's Perelman School of Medicine. He is the founder of the Penn Collaborative for CBT and Implementation Science and serves as a Health Policy Advisor to Partners in Health, working in Haiti and Rwanda to expand access to evidence-based mental health treatments. His work spans global and domestic settings, particularly in under-resourced and Medicaid-funded systems.
His research focuses on the implementation, adaptation, and sustainability of evidence-based practices, especially Cognitive Behavioral Therapy (CBT) and Cognitive Processing Therapy (CPT). His work emphasizes fidelity, health equity, and integration into public health systems. He has led projects in Haiti, Rwanda, Canada (with Indigenous communities), and Inner Mongolia/China under WHO funding.
Dr. Creed's recent publications highlight the adaptation and long-term sustainability of trauma-focused therapies in low- and middle-income countries (LMICs) and the implementation of transdiagnostic CBT in community settings. His work demonstrates a strong trend toward scalable, context-sensitive mental health interventions that maintain clinical fidelity while adapting to cultural and systemic constraints.
He collaborates extensively with Partners in Health (Zanmi Lasante in Haiti and Inshutu mu Buzima in Rwanda) and has contributed to strengthening mental health infrastructure across 11 LMICs. His team provides bi-weekly supervision, develops workflow integration strategies, and leads policy-level implementation efforts.
Dr. Creed is actively involved in mentoring and global health training programs at Penn, particularly through the Center for Global Health. He advises on global health mentorship initiatives and supports students and trainees interested in implementation science and global mental health.
He leads the Penn Collaborative for CBT and Implementation Science, a multidisciplinary team focused on research, training, and technical assistance in evidence-based psychotherapies. The lab works closely with public sector providers to ensure sustainable delivery of high-quality mental health care.
