Torivio A. Fodder is a Part-time Professor of Practice and Manager of the Indigenous Governance Program at the James E. Rogers College of Law, University of Arizona. He holds an S.J.D. (2012), J.D. (2010) from the same law school, and an A.B. from Dartmouth College (2005). His research focuses on indigenous law, international human rights policy, critical race theory, and governance frameworks.

Dr. Fodder has held roles such as Associate Director at the High Plains American Indian Research Institute (2014–2016), Assistant Lecturer at the University of Wyoming (2016), and Post-Doctoral Research Fellow at the Māori and Indigenous Governance Centre, University of Waikato, New Zealand (2013–2014). His work emphasizes interdisciplinary approaches to Indigenous sovereignty and legal policy.
