Timothy H. Edgar is a Professor of the Practice of Computer Science at Brown University, a Senior Fellow at the Watson School of International and Public Affairs, and a Lecturer on Law at Harvard Law School. He specializes in Cybersecurity, Privacy Law, and National Security Law, with a focus on Surveillance Reform and Digital Governance.

His research explores the intersection of Technology Policy and Civil Liberties, particularly in Government Cybersecurity Practices and Post-Snowden Surveillance Debates. Notable works include his book Beyond Snowden (2017) and chapters on Cybersecurity Handbooks.
Edgar received the 2018 Chicago-Kent Civil Liberties Prize for his contributions. He has taught courses like Legal Problems in Cybersecurity and Cyber Conflict at Harvard and helped establish Brown’s Cybersecurity Master’s Degree Program.
His government experience (2006–2013) included serving as the first White House Privacy Official for the National Security Staff (2009–2010). He contributes to Lawfare, Wall Street Journal, and Foreign Affairs, and frequently testifies before Congress on cybersecurity matters.
