Robert Orłowski

Robert Orłowski is an Assistant Professor at the Department of Administrative Proceedings, Institute of Legal Sciences, Faculty of Law and Administration at Maria Curie-Skłodowska University in Lublin. He has been working at the university since October 2019 and completed his PhD in December 2024 with a thesis titled "The principle of sustainable development in municipal spatial planning."

Orłowski studied law at the Faculty of Law and Administration of Maria Curie-Skłodowska University in Lublin from 2008 to 2013. He completed his attorney apprenticeship at the Lublin Bar Association from January 1, 2014, to January 1, 2017, and has been practicing as an attorney since September 2017.

His research focuses on administrative law, particularly general administrative procedure, administrative court proceedings, and administrative enforcement proceedings. He also addresses issues related to spatial planning and development, the role of principles in the legal system, and the compliance of administrative law provisions with constitutional regulations. In his work, he emphasizes considering the social, economic, and political context of legal issues.

Orłowski's publications demonstrate a strong focus on constitutional law and legislative processes, with particular attention to time limits in legal proceedings and sustainable development in spatial planning. His work bridges theoretical legal analysis with practical applications, as evidenced by his dual role as both an academic and practicing attorney.

As a practicing attorney, Orłowski primarily handles Swiss franc loans cases and represents clients before public administration bodies and administrative courts in matters related to the investment process, including environmental decisions, building permits, and development conditions for real estate. His practical legal experience informs his academic work, providing a human-centered perspective on legal issues.

Orłowski is a founding member of the Pro Scientia Iuridica Scientific Association and maintains regular consultation hours: Mondays 12:30-13:30 in room 710 of the Faculty of Law and Administration building, and Wednesdays 9:00-10:00 am online via MS TEAMS.
