Anna Ostrowska

Anna Ostrowska is an Assistant Professor with habilitation degree (dr hab.) at the Department of Administrative Law and Administrative Sciences, Institute of Legal Sciences, Faculty of Law and Administration at Maria Curie-Skłodowska University (UMCS) in Lublin, Poland. Her academic career spans administrative law with particular focus on construction law, spatial planning systems, and public administration.

Dr. Ostrowska's research primarily examines the legal frameworks governing spatial development, building permits, and administrative discretion. Her work explores the uncertainty of legal situations in spatial planning, administrative promissory commitments, judicial control of administrative decisions, and protection of third-party rights in construction procedures. She has published extensively on landscape protection barriers, municipal spatial planning, and the relationship between administrative law and environmental protection.

Her scholarly output reveals a consistent trajectory from foundational work on construction law toward increasingly interdisciplinary research connecting administrative law with environmental protection, public health (particularly during the pandemic), and animal welfare. Recent publications demonstrate growing international engagement with her research, as evidenced by English-language publications addressing European comparative perspectives.

Dr. Ostrowska has served as a reviewer for multiple academic journals including Rocznik Samorządowy, Internetowy Przegląd Prawniczy, Studia Iuridica Toruniensia, and others. From April 2019 to March 2021, she served as the editorial secretary for the academic journal Annales UMCS sectio G (Ius). She has participated in numerous national and international research projects, including those funded by Norway Grants and the Polish-Hungarian Cooperation Fund.

She actively participates in academic conferences across Poland and internationally, with presentations in Slovakia, Ukraine, and the Czech Republic. In 2018, she participated in the ERASMUS+ program at the University of West Bohemia in Pilsen, where she delivered lectures on Poland's spatial planning system. Her research has practical applications in regional development strategies, including contributions to the Lublin Province Development Strategy through various analytical reports.
