Philip Bein serves as the New York City Watershed Inspector General and Senior Counsel in the Environmental Protection Bureau of the New York Attorney General’s Office. He concurrently holds an academic role as an Adjunct Professor at Albany Law School. His professional focus includes policy recommendations and litigation to protect water quality in New York City’s watershed and addressing environmental contamination issues, particularly related to PFOA/PFOS discharges. He has extensive experience in administrative law litigation across state and federal courts.
Education: He earned a JD from New York University School of Law, an MS in Economics from the Massachusetts Institute of Technology, and a BA from Haverford College. His career in environmental law spans over two decades, since joining the New York Attorney General’s Office in 1997.
