Peter M. Koelling

Peter M. Koelling is an Instructional Associate Professor at the Hobby School of Public Affairs, University of Houston, where he serves as the Master of Public Administration program director. He holds a Ph.D. from Northern Illinois University and a J.D. from St. Mary’s University, San Antonio, Texas. His career bridges academia and high-level public service in judicial administration and legal practice.

His research and professional expertise focus on administrative theory, public budgeting and financing, public sector innovation, and court administration. He specializes in case flow management, judicial ethics, and performance measurement in judicial systems, contributing significantly to the improvement of justice administration.

Koelling has extensive international and national experience, having served as Chief of Court Management at the Special Tribunal for Lebanon in The Hague and as Director and Chief Counsel for the Judicial Division of the American Bar Association. He has also worked as a court administrator in Texas, Washington, and Colorado, and is a licensed attorney with nearly four decades of practice.

He is recognized for his public service, including being honored as Pro Bono Attorney of the Year by the State Bar of Texas, and is a former Peace Corps volunteer.

Koelling is the editor and contributing author of "The Improvement of the Administration of Justice, 8th Ed.", and has taught at Colorado State University and the University of Denver prior to joining the University of Houston.
