R. Neil Cooper is a Professor and Director of the School of Peace and Conflict Studies at Kent State University. He holds a BA (Hons) in Politics and Sociology from York University, an MA in International Relations from the University of Kent, and a PhD from Kent. His research focuses on arms trade regulation, post-conflict peacebuilding, and the political economy of civil conflicts. He has authored/co-authored over 50 books, including War Economies in a Regional Context and Whose Peace?. His current projects include a monograph on arms trade regulation in the age of empire and a 2024 book on rethinking disarmament in an age of militarism.
Cooper’s work has been funded by the Economic and Social Research Council (UK), the British Academy, and the NATO Public Diplomacy Fund. He served as Head of the Division of Peace Studies and International Development at the University of Bradford and as Associate Dean for Research. His research explores historical and contemporary issues in arms control, humanitarian disarmament, and the intersection of technology and security.

He has advised on UK REF impact case studies and served on grants panels for the AHRC and ESRC. His 2018 article on arms trade regulation in imperial contexts won the University of Bradford’s best publication prize.
