Michael Kapoor

Michael Kapoor serves as a Visiting Entrepreneur at the Center for Technology, Innovation and Competition and a Fellow at the Center for Asian Law within the University of Pennsylvania Carey Law School. Concurrently, he is Managing Partner at Propeller Government, a Silicon Valley-based venture capital fund specializing in seed and early-stage sector-specific technology investments.

His academic foundation includes dual Bachelor of Science degrees in Information Systems and Finance from the University of Maryland, complemented by an Executive degree in Innovation and Design from the Sloan School of Business. He also holds a VC Executive role at the Haas School of Business.

Research interests center on legal and policy frameworks for technological innovation, particularly in Asian contexts, reflected through his dual center affiliations. His professional trajectory bridges venture capital, entrepreneurship, and academic engagement, with prior experience at Morgan Stanley and Wells Fargo, and co-founding ventures including RootSquare and Qubester.
