Michael Dworkin is Professor of Law Emeritus and Founding Director of the Institute for Energy and Environment at Vermont Law School, with extensive experience in utility regulation, environmental litigation, and sustainable energy policy. His career spans governmental roles at the EPA and Vermont Public Service Board, private sector leadership, and academic innovation.
Research concentrates on regulatory frameworks for renewable energy transitions, carbon-constrained policy design, climate justice implications, and utility management systems. His work emphasizes practical solutions for balancing environmental protection with energy accessibility.
As moderator of East Montpelier Town Meeting since 2005, he facilitates community governance. He serves on the board of Vermont Energy Investment Corporation and previously directed the American Council for an Energy Efficient Economy.
