Stephen Dycus, Professor of Law Emeritus at Vermont Law School, is an internationally recognized authority on national security and environmental law. He founded the National Security Law Section of the Association of American Law Schools and authored leading casebooks including 'National Security Law' and 'Counterterrorism Law.' His distinguished career includes visiting professorships at West Point and Petrozavodsk State University (Russia), and scholarly appointments at UC Berkeley and the Natural Resources Defense Council.
Research focuses on legal frameworks for security operations, counterterrorism policy, and environmental security challenges. His interdisciplinary work connects international law, constitutional issues, and environmental protection.
Dycus received the ABA's 2022 Morris I. Liebman Award for contributions to national security law and served on the Vermont Water Resources Board, U.S. Department of Energy advisory committees, and National Academies cyber warfare panel.
