Matthew C. Waxman is the Liviu Librescu Professor of Law at Columbia Law School, where he directs the National Security Law program. He also serves as an Adjunct Senior Fellow for Law and Foreign Policy at the Council on Foreign Relations. Previously, he co-chaired the Cybersecurity Center at Columbia University's Data Science Institute.
Professor Waxman has extensive government experience, having served at the U.S. Department of State as principal deputy director of policy planning. His prior government appointments included deputy assistant secretary of defense for detainee affairs, director for contingency planning and international justice at the National Security Council, and executive assistant to the national security advisor.
His research focuses on the intersection of law, national security, and foreign policy. Waxman is particularly known for his expertise in international law, cybersecurity, U.S. foreign policy, human rights, and terrorism and counterterrorism. His work often examines constitutional war powers, the legal frameworks governing military operations, and the evolving challenges of 21st century security threats.
Waxman's scholarship analyzes both historical and contemporary issues in national security law, with particular attention to how domestic institutions shape international engagements. His recent work has addressed topics including the legal implications of U.S. military actions against drug cartels, constitutional war powers in the context of modern conflicts, and the evolving laws of armed conflict in an era of emerging technologies.
He has been recognized as a leading voice in national security law, frequently consulted by media outlets and providing expert commentary on pressing legal issues related to military operations, counterterrorism, and international relations.
Waxman is also affiliated with several institutions including the Israel America Academic Exchange (as an International Academic Board Member), Kibu, Inc. (as an advisor), WestExec Advisors (as a senior advisor), and the West Point Lieber Institute for Law & Land Warfare (as a senior fellow).
