Robert Barnsby is a Visiting Professor at Berkeley Law, affiliated with the Army Cyber Institute and the Lieber Institute for Law and Land Warfare. He previously taught Cyber Law, Constitutional Law, and the Law of Armed Conflict at the United States Military Academy at West Point and the Judge Advocate General’s (JAG) School in Charlottesville, Virginia. A retired Lieutenant Colonel from the U.S. Army with over two decades of service in Military Intelligence and the JAG Corps, he has held critical legal roles, including lead Detention Operations Legal Advisor in Afghanistan and Chief Prosecutor at Fort Drum, New York.
- Education: J.D. from William & Mary Law School, where he served as Executive Editor of the William & Mary Law Review.
His research and professional work focus on Cyber Law, International Humanitarian Law, and Military Legal Operations. He has contributed to prominent legal journals such as the Texas Law Review, Military Law Review, and Harvard International Review, and co-authored the Prologue to the American Bar Association’s The Fundamentals of Counterterrorism Law (2014).
Barnsby is an active scholar and speaker, presenting at institutions like Harvard Law School, the University of Pennsylvania Law School, and international conferences, including the 2019 International Conference on Cyber Conflict in Tallinn, Estonia. His expertise has been sought for panels and lectures on cyber warfare, constitutional law, and legal aspects of modern military operations.
