Matthew Garrod is an Associate Professor in Law at the University of Sussex’s School of Law, Politics and Sociology, serving on the Senior Management Team. He co-founded and co-directs the Sussex Terrorism and Extremism Research Network (STERN). His expertise spans criminal law, international law, counter-terrorism, and the crime-terrorism nexus. Garrod holds a PhD, LLM (Distinction), and BA (First Class) from the University of Sussex and University of Hull.
Key roles include UN advisor on counter-terrorism law, ECPAT International advisor on jurisdiction/extradition, and UK Government Peer Review College member. His research focuses on terrorism-organized crime links, jurisdictional frameworks, and legal responses to transnational threats. Recent work includes a 2024 award-winning study on African Union legal instruments and a monograph on extraterritorial jurisdiction.
Teaching spans International Crimes, Public International Law, and Criminology. He advises governments on legislation (e.g., Nigeria’s Terrorism Act) and has published widely in top journals like Harvard International Law Journal and Chinese Journal of International Law. His empirical studies challenge conventional views on universal jurisdiction and piracy prosecution.
