Prof. Dr. Martina Caroni serves as Full Professor of Public Law, International Law and Comparative Law at the University of Lucerne's Faculty of Law, where she has held academic positions since April 2002. She concluded her term as Vice-Rector for Academic Affairs and International Relations on July 31, 2024, and currently presides over Switzerland's National Commission for the Prevention of Torture (NCPT) since April 2023.
Her academic foundation includes:
- Licentiate in Law, University of Bern (December 1993)
- Master of Laws (LL.M.), Yale Law School (2000/2001)
Caroni's research centers on constitutional frameworks within Public Law, cross-jurisdictional analysis in International Law, and systematic comparisons of legal systems through Comparative Law. Her practical engagement with the European Commission of Human Rights and current NCPT leadership demonstrates applied focus on Human Rights enforcement mechanisms. Scholarly work integrates theoretical legal discourse with real-world implementation challenges in Swiss and international contexts.
Administrative contributions include six years as Vice-Rector overseeing academic strategy and global partnerships. Current responsibilities balance professorial duties with NCPT oversight of detention facility monitoring nationwide.
