Manfred Nowak serves as Professor of International Law and Human Rights at the University of Vienna and Co-Director of the Ludwig Boltzmann Institute for Human Rights (BIM). His distinguished career includes serving as UN Special Rapporteur on Torture (2004-2010), during which he produced a critical report on Guantanamo Bay detention practices, alongside current roles as Vice-President of the Austrian Commission for UNESCO and member of the International Commission of Jurists (ICJ).
His research centers on International Human Rights Law with specialized expertise in torture prevention mechanisms and detention facility standards. Nowak's work uniquely bridges academic scholarship and practical human rights advocacy, demonstrated through his UN investigations and policy-oriented research at the Ludwig Boltzmann Institute. His critical analysis of Guantanamo Bay established him as a leading authority on state compliance with anti-torture conventions.
