Jamil Dakwar is a Lecturer at the University of California, Irvine School of Law and Director of the ACLU’s Human Rights Program. He holds a graduate degree from Tel Aviv University and an NYU School of Law degree. His expertise lies in human rights advocacy, focusing on racial and economic justice, mass incarceration, and police violence. He serves as the ACLU’s UN representative and leads international advocacy efforts before bodies like the Inter-American Commission on Human Rights. Dakwar has extensive experience in litigation, including observing Guantanamo Bay military commissions and advocating before international forums. He is trilingual in Arabic, English, and Hebrew.
His career includes roles at Human Rights Watch and Adalah, where he addressed torture and detention issues in Egypt, Morocco, Israel, and the occupied Palestinian territories. In 2020, he was appointed to the New York State Advisory Committee of the U.S. Commission on Civil Rights. Dakwar also teaches as an adjunct professor at NYU and Hunter College.
