Professor Ben Saul is Challis Chair of International Law at the University of Sydney and United Nations Special Rapporteur on Counter-Terrorism and Human Rights. An elected Fellow of the Academy of Social Sciences in Australia, he has published 20 books and over 100 articles on international law.
Education: DPhil (Oxford), BA/LLB (Hons, Sydney).
Research Expertise: Counter-terrorism law, international humanitarian law, refugee protection, and UN systems. His book 'Defining Terrorism in International Law' is the field's seminal work. Current research examines armed group responsibilities in displacement contexts.
UN Leadership: As Special Rapporteur (2023-present), advises states on counter-terrorism compliance with human rights. Drafted UN model legislation on victims of terrorism and counter-terrorism curriculum for UNODC.
Litigation Impact: Successfully represented clients in 5 landmark cases before UN Human Rights Committee challenging Australia's national security policies, including indefinite detention of refugees and Guantanamo Bay trials.
Honors: Gough Whitlam Professor at Harvard (2019), ASIL Certificate of Merit for Oxford Commentary on ICESCR. Extensive fieldwork in conflict zones across 30+ countries.
