Megan L. Manion is a Visiting Clinical Lecturer in Law at Yale Law School and Research Director of the Global Gender Equality Project. She holds a J.D. from the University of Minnesota Law School (2016) and a B.A. in Political Science from the University of Wisconsin-Madison (2011). Her work focuses on integrating human rights, gender, and rule of law into counter-terrorism and national security frameworks.
Previously, she served as Senior Legal Advisor to the U.N. Special Rapporteur on Human Rights and Counter-Terrorism, leading engagements with the U.N. Global Counter-Terrorism Coordination Compact and the Security Council. She also worked with U.N. Women in New York and Afghanistan, specializing in justice and security sector reform. At Yale, she teaches the Lowenstein International Human Rights Clinic and directs initiatives like the U.N. Women Externship Program.
Her research emphasizes gender equality in counterterrorism policies and transitional justice mechanisms. Notable contributions include chapters in the Research Handbook on Transitional Justice (2023) and Oxford Handbook on Peaceful Assembly (2024). She has held fellowships at the University of Minnesota Human Rights Center and the International Centre for Counter-Terrorism in The Hague.
