Leonardo Bernard is a Senior Lecturer at the Australian National Centre for Ocean Resources and Security (ANCORS), University of Wollongong. He specializes in international and ocean law, with expertise in maritime boundary delimitation, Law of the Sea, and dispute resolution mechanisms. Bernard holds a PhD from ANCORS (2020), an LLM from the National University of Singapore (2007), and an LLB from the University of Indonesia (2005).
His research focuses on maritime sovereignty disputes, particularly in the South China Sea, and legal frameworks for joint resource development. He has led projects on historic fishing rights, island status post-arbitration, and continental shelf entitlements.
Bernard coordinates courses on international law and law of the sea at UOW, and has served as Associate Editor of the Asia Pacific Journal of Ocean Law and Policy. He has secured grants totaling AUD 2.4M from DFAT for maritime consultancy projects. His recent publications address lawfare strategies, continental shelf claims, and legal challenges posed by sea-level rise.
Key engagements include keynote speaking at the Asia-Pacific/Arctic Maritime Security Forum and contributions to ASEAN legal integration initiatives.
