Frances Anggadi is a Senior Lecturer at the Australian National Centre for Ocean Resources and Security (ANCORS) at the University of Wollongong. She also serves as a visiting fellow at the Australian National University’s Centre for International and Public Law within the ANU College of Law, and co-chairs the Oceans and International Environmental Law Interest Group of ANZSIL. Prior to academia, she worked in the Australian Government Attorney-General's Department, focusing on international law, leading the law of the sea practice group, and advising on the Pacific Maritime Boundaries Project.
Her research focuses on maritime law, particularly the legal implications of sea-level rise, state practice, and treaty interpretation. Key areas include the preservation of maritime zones for small island states, UNCLOS compliance, and environmental challenges in ocean governance. She actively engages with regional and global legal frameworks, emphasizing the intersection of climate change and international law.
Recent funding includes the Australia Maritime Security Scholarships Program (2024–2025) and internal grants at UOW. She currently supervises a PhD on underwater noise regulation in areas beyond national jurisdiction.
