Associate Professor Camille Goodman is affiliated with the Australian National Centre for Ocean Resources and Security (ANCORS) at the University of Wollongong and holds a Visiting Fellowship at the ANU College of Law. She earned her PhD in Law from ANU in 2019, supported by the Sir Roland Wilson Foundation. Her work focuses on applying international law to address challenges in fisheries governance, offshore renewable energy, climate change, and sustainable development. Key contributions include her 2021 book Coastal State Jurisdiction Over Living Resources in the Exclusive Economic Zone, which won the 2023 ANZSIL Book Prize. She serves as Deputy Editor of Ocean Development and International Law and leads interdisciplinary projects on maritime spatial planning and renewable energy transitions. Recent grants include a 2024 Australian Research Council project on remote sensing in maritime enforcement and a UOW-funded initiative on offshore renewables. Awards include the 2023 Innovation and Excellence in International Engagement Award. Her advisory roles include participation in international fisheries negotiations and litigation. Current research explores legal frameworks for addressing climate-driven shifts in tuna stocks and the regulation of deep-sea mining.

Research Interests
Dr. Goodman’s work bridges legal theory and practice, emphasizing the law of the sea’s role in balancing state sovereignty, environmental protection, and equitable resource use. She examines gaps in international fisheries governance, particularly regarding illegal fishing, enforcement mechanisms, and coastal state jurisdiction. Recent projects analyze offshore wind energy regulation under UNCLOS and the impact of climate change on maritime boundaries and resource distribution.
Grants & Projects
- Law And Policy Framework For Remote Sensing In Maritime Enforcement (2024–2026, ARC Discovery Project)
- Offshore Renewable Energy Knowledge Mobilisation (2023–2024, UOW Global Challenges Program)
Labs & Teams
She leads research teams at ANCORS and collaborates with the ANU College of Law, focusing on ocean governance, maritime policy, and transnational environmental law. Her work engages policymakers, industry, and civil society to advance equitable and sustainable maritime practices.
