Kathleen S. Morris

Kathleen S. Morris is an Associate Professor of Law at Golden Gate University School of Law, specializing in public interest litigation, constitutional enforcement, and federalism. She co-founded the Yale Law School San Francisco Affirmative Litigation Project and has held roles such as Deputy City Attorney in San Francisco and Visiting Assistant Professor at Rutgers-Camden Law School.

• Education: BA in Honors English, JD, and MSc in European and International Politics.

Her research focuses on empowering local governments to address systemic inequities through legal advocacy. She has contributed to scholarship on urban governance, consumer protection, and LGBTQ+ rights.

Her recent publications examine intersections of localism, civil rights, and public policy. Awards include a 2020 Senior Fellowship from Justice Catalyst Law to support her research.
