Justine Mercer is an Associate Professor in the Department of Education Studies at the University of Warwick, where she has been employed since January 2010. Previously, she worked for five years at the University of Leicester's School of Education and spent 15 years as a British Council project manager, Ministry of Education advisor, and Higher Education lecturer across Thailand, Turkey, China, Hungary, Oman, and the UAE.
Her research centers on human resource management in education—her most passionate focus—as well as leadership and gender in Higher Education, cross-cultural educational leadership, insider research dynamics, and industrial relations in educational institutions. She draws extensively on her international experience, particularly in UK-Russia collaborations under the BRIDGE programme, to explore how cultural contexts shape leadership practices and academic management.
Analysis of her publications (2007-2021) reveals consistent emphasis on leadership development in Higher Education, with strong threads examining gender dynamics, cross-cultural comparisons (notably UK-Russia case studies), and methodological challenges of insider research. Her work frequently employs qualitative approaches to investigate professoriate development, early-career researcher experiences, and academic-manager dual roles within turbulent institutional environments.

Advising and Grants:
Professor Mercer has supervised 15 doctoral completions (8 PhDs, 7 EdDs), with 9 students conducting research overseas across Barbados, Kenya, Malaysia, Saudi Arabia, UAE, Qatar, Oman, and Vietnam. She has served as External Examiner for EdD programs at Birmingham, Lincoln, and British University in Dubai, plus Strathclyde's MSc in Management and Leadership in Education.
