Julien Rossi

Julien Rossi is a Lecturer in Information and Communication Sciences at the University of Paris 8's UFR Culture and Communication and a researcher at CÉMTI. He holds associate researcher positions at PREFICS (University of Rennes 2) and COSTECH (University of Technology of Compiègne), and serves as a Visiting Professor-Researcher at the University of Szeged's Faculty of Law and Political Science. He recently completed a PhD on data protection regulation's legal and techno-political production, focusing on privacy, surveillance, and internet governance.

Research Interests: Rossi's work examines privacy norms, digital rights, internet governance controversies, and the intersection of legal frameworks with technological standards. He co-chairs the Internet Governance and Regulation Working Group under CNRS's GDR Internet, AI, and Society network. His research bridges socio-legal analysis with technical policy dynamics, emphasizing how norms evolve through contested definitions and infrastructure governance.

Publications: Rossi has authored over 20 academic papers on topics like post-mortem data management, web standards influence on privacy laws, and smart device implications in developing nations. His work often critiques techno-capitalist imaginaries and explores alternatives aligned with degrowth principles. Recent studies include analyses of EU data protection authorities' independence and the role of anonymization in research ethics.

Affiliations: Beyond teaching, Rossi collaborates with institutions like the French National Commission on Informatics and Liberty (CNIL). He is actively involved in interdisciplinary projects such as the ANR DataRIGHTS postdoctoral program (2025) and contributed to the Hybrid journal's special issue on generative AI in media.
