Julien Rossi

Julien Rossi serves as Associate Professor at University of Paris 8 and researcher at the Centre d’Études sur les Médias, les Technologies et l’Internationalisation (CEMTI). He co-chairs the Working Group on Internet Governance and Regulation within the CNRS Research Network Internet, AI and Society, contributing to critical discussions on digital governance structures.

Rossi’s research centers on privacy and data protection public policy, with specialized focus on regulatory instruments developed through Internet Governance institutions. His work bridges technology policy, international regulatory frameworks, and digital rights, examining how global standards shape data sovereignty and user protections in networked environments. This interdisciplinary approach integrates legal analysis with political science perspectives on transnational policy diffusion.

Through his leadership in the CNRS Research Network, Rossi actively shapes academic discourse on AI governance and digital public spaces, particularly regarding inclusive design principles for emerging regulatory models.
