Julia Carver is a DPhil candidate in International Relations at the University of Oxford, affiliated with Nuffield College and Pembroke College. She concurrently serves as a Special (Stipendiary) Lecturer in Politics at Magdalen College, teaching International Relations and European Union politics. Her research focuses on cyber strategy, digital sovereignty, and geopolitical competition in the information age, funded by the ESRC Grand Union DTP and Nuffield College.

- Research Affiliations: Global Cyber Security Capacity Centre (Computer Science), Strategy, Statecraft, and Technology Centre (Changing Character of War)
Her interdisciplinary work bridges strategic studies, IR, and political geography. Recent publications examine EU digital sovereignty policy, African capacity-building strategies, and Chinese techno-diplomacy. She founded the Cyber Strategy and Information Operations research group at Oxford’s Changing Character of War Centre.

- Teaching: Undergraduate courses on International Relations, European Union politics, and the Practice of Politics
Her research collaborations include NATO, European governments, and NGOs on cybersecurity and defense issues. She advises on EU-NATO cyber cooperation and maintains a research fellowship at Pembroke College’s Strategy Centre.
