Joshua Cowen is a Professor of Education Policy at Michigan State University (MSU), affiliated with the Department of Educational Administration in the College of Education. He serves as the founder and former co-director (2016–2020) of the Education Policy Innovation Collaborative (EPIC), a research center focused on evidence-based education policy. His research examines teacher quality, school choice, and education program evaluations, with a focus on urban and rural contexts. Cowen holds a Ph.D. from the University of Wisconsin-Madison and has authored over 50 scholarly articles and policy briefs.
