Joshua Cowen is a Professor of Education Policy at Michigan State University (MSU), affiliated with the Department of Educational Administration in the College of Education. He serves as the founder and former co-director (2016–2020) of the Education Policy Innovation Collaborative (EPIC), a research center focused on evidence-based education policy. His research examines teacher quality, school choice, and education program evaluations, with a focus on urban and rural contexts. Cowen holds a Ph.D. from the University of Wisconsin-Madison and has authored over 50 scholarly articles and policy briefs. His work has been funded by foundations and governmental grants, addressing topics such as voucher programs, teacher unions, and accountability systems. Notable contributions include analyses of the Milwaukee Parental Choice Program and New Orleans' post-Katrina school system.
