John Fluke is a Professor with Tenure at the University of Colorado School of Medicine, Department of Pediatrics – Child Abuse and Neglect/Kempe Center, where he also serves as Associate Director for Systems Research and Evaluation. He holds joint appointments at the Colorado School of Public Health and has an honorary status as Assistant Professor (Status Only) at the Factor-Inwentash Faculty of Social Work, University of Toronto. His work bridges social work, public health, and child protection policy.
Dr. Fluke’s research focuses on child maltreatment epidemiology, child welfare decision-making, administrative data analysis, and performance measurement. He has led major evaluations for U.S. federal agencies including the Children’s Bureau, SAMHSA, and ASPE, and has collaborated with international organizations such as UNICEF and research institutions in Canada, Norway, and Saudi Arabia. His work frequently addresses disparities in child welfare systems, particularly related to race, ethnicity, and socioeconomic status.
The recent publications (2023–2024) reflect a strong emphasis on longitudinal data analysis, pandemic impacts on child protection, organizational dynamics in child welfare, and international comparative studies.
